A California couple has been arrested on child abuse charges following an investigation into a surrogacy scheme involving at least 21 children, police said on Tuesday. Silvia Zhang and her husband, Guojun Xuan, are expected to face conspiracy to commit child abuse charges, according to the Los Angeles County Sheriff's Department.

Background of the Case

Fifteen children, aged between two months and 13 years, were removed from the couple’s opulent home in Arcadia last year after an allegation of abuse. An additional six children living elsewhere were also located. Most of the children are between one and three years old. Police believe that Zhang gave birth to one or two of the children, while the rest were born via surrogacy.
