The UK's MI5 has issued a security alert to universities regarding a Chinese state-owned conglomerate accused of espionage, highlighting growing national security concerns. This warning comes at a time when UK-China relations are reportedly improving.
Security Alert Details
On Wednesday, MI5 cautioned researchers and academics to cease collaboration with the China Academy of General Technology (CAGT), labeling it a "significant threat." The CAGT, also known as the China General Technology Research Institute, is accused of compensating UK academics in sensitive fields like artificial intelligence and cybersecurity for research that enhances the capabilities of the Ministry of State Security (MSS), China's intelligence agency.
“"China’s approach to intelligence gathering involves hoovering up vast amounts of data, often from unsuspecting individuals who believe they are participating in normal research or consultancy work," MI5 stated.
Context of the Alert
This year, the UK's National Cyber Security Centre warned businesses about attempts by Beijing to hack everyday devices, including wifi routers. Last year, MI5 had already issued a security alert regarding two LinkedIn profiles believed to be linked to Chinese intelligence.
The alert also reminds academic institutions of the 2023 National Security Act, which criminalizes actions that could materially assist a foreign intelligence agency. This warning is likely to create unease among the UK's financially constrained higher education institutions, which have historically sought funding and collaboration from China.
UK-China Educational Partnerships
The UK is a leading partner in China's higher education sector. In May, China's education ministry announced 219 new transnational education partnerships, with over a fifth involving British universities, placing the UK at the forefront of such collaborations.
