A Texas man, Miguel Parra-Hernandez, suffered serious injuries after being struck by an Immigration and Customs Enforcement (ICE) vehicle during a traffic stop on Saturday in Houston. Parra-Hernandez, 48, sustained multiple fractures, including a shattered ankle and hip, and remains in ICE custody.

Incident Details

According to his representatives, Parra-Hernandez has never met the individual that ICE was allegedly pursuing at the time of the incident. The agency was reportedly attempting to stop a pickup truck when two men fled, leading to a chase that resulted in Parra-Hernandez being run over by an SUV driven by an ICE officer.

ICE stated that Parra-Hernandez was not their target and that he ran in front of their vehicle. However, video footage aired by ABC News affiliate KTRK shows a dark-colored, unmarked SUV following him closely as he ran across a parking lot in Harris County.

Legal and Medical Context

Parra-Hernandez's attorney, Kim Bruno, and Cesar Espinosa, executive director of the immigrant advocacy group FIEL Houston, held a news conference on Monday. They revealed that Parra-Hernandez is facing additional surgeries and a lengthy recovery process. Espinosa described the incident as a “violent and brutal” encounter.
